The Senate on 9/19 passed and sent to the House S558 the Mental Health Parity Act of 2007. The bill would require that insurance companies provide the same type of coverage for mental illness as they do for other illness. This would mean that if your insurance policy covered unlimited visits to your physician for a physical ailment, it would need to cover unlimited visits for a mental illness. On the surface this seems reasonable, but like all mandates, it comes at a cost.
The cost will be born by individuals who are purchasing health coverage on their own, and to those who obtain it through their employers.
The Substance Abuse and Mental Health Services Administration estimated in 1998 that movement to parity would increase family premiums in Preferred Provider Organization (PPO) plans by 5.0% but just .6% in HMO plans. The result would be disaster to families in PPO plans. Next time you hear a politician ranting about the lack of affordable health care for working families, ask them how they stand on adding mandates like mental health parity to insurance costs.
